Student Grant Criteria

A Structure for the Requesting and Granting of Research and Undergraduate Tertiary Grants from the Henry George Foundation (Australia) 2008 - 2009.

The Grants will be administered by Prosper Australia, Earthsharing Australia’s parent body.

Dear prospective Grant Applicant,

We wish to express our appreciation for your expression of interest in becoming an Individual or Tertiary Grant Applicant.

Please take time to read the following Introduction and Grant Criteria, and most importantly the subsequent accountability required of all Researchers and Tertiary students in receipt of a Henry George Foundation (Aust) grant. It is also recommended that applicants read Grants, Gifts and Loan Criteria document on the Henry George Foundation website – www.hgfa.org.au .

To be considered for an undergraduate scholarship this year (2008) you must have your application in by close of business on Friday March 28th, 2008.

HOW TO APPLY

Simply fill out this Application Form to register your interest in the scholarship. All registrations must be received by 5pm Friday 28th March, 2008. Post or email with scanned attachment of pdf are acceptable.

Round 2 of the application process will see material sent to you to review in the context of your activities as per Section 6. This 2nd round response will be required by Tuesday April 8th, 2008. Two rounds of interviews will then be held to choose the most proactive and well balanced students capable of assisting in the battle against poverty and climate change. Our decision will be made by the end of April.

1. INTRODUCTION

The Henry George Foundation (Australia) was established by Dr. Edgar William Cully, Doctor of Osteopathy. As the Founder of the Trust, he appointed 21 Trustees. The Founder and all 21 Trustees signed the Deed of Trust and lodged it at the Office of the Registrar-General for Victoria on 15 June 1928. The Registrar-General approved and signed the Deed of Trust on 14 July 1928 and entered it as Number 211 in the Register of Successory Trusts.

Since then, Trustees of the Henry George Foundation (Australia) continue to faithfully administer the unamended Deed of Trust.

After the year 2000, control of the trust was vested in 20 human Trustees elected for life and one non-human Trustee, the “The Friends of Henry George Inc.”. This latter Trustee is an association incorporated in Victoria on 28 April 1987, Number A0034798B. Its membership is limited to the human Trustees of the Henry George Foundation (Australia) and its sole purpose is to hold all assets donated to – or otherwise acquired by – the Henry George Foundation (Australia).

In the year 2003 the ATO endorsed the Henry George Foundation (Australia) as an Income Tax Exempt Charity (ITEC).

2. OBJECTIVES OF THE FOUNDATION

The objects of the foundation are those specified in the Deed of Trust registered in the name of the Henry George Foundation (Australia) 14th July 1928.

In essence it is to manage the assets of the Henry George Foundation (Australia) so as to provide support and financial aid to organizations, bodies and individuals engaged in the Teaching of the principals of Henry George as set forth in his book “Progress and Poverty”.

The Henry George Foundation (Australia) shall from time to time grant and administer such grants and gifts.

3. ELIGIBLE INDIVIDUALS

3.1 Individuals must comply with 3.1 A, D and E and at least one other of the following to be eligible for consideration to receive a grant.
A. Must be a Naturalised Australian Citizen and posses a TFN.
B. Engaged in an approved Undergraduate Tertiary course of study, of not more than five (5) years duration. Only first or second year students are eligible. There will be no back dating of grant payments for second year applicants.
C. Engaged in an activity that promotes the teaching of the principles of Henry George
D. Any individual who is an office bearer of a Georgist Organisation is ineligible to apply, and is directed to apply to the organisation of which they are a member for any grants.
E. Shall not be a registered candidate for any political office in Australia or overseas.
F. The Henry George Foundation (Aust) and Prosper Australia Inc. are both EQUAL OPPORTUNITY ORGANISATIONS.

4. ACCOUNTABILITY

4.1 All individuals in receipt of an Undergraduate Tertiary Study grant or a One off Research grant from The Henry George Foundation (Aust) shall be accountable for the following.
A. Submit each semester for the duration of their course proof of enrollment in a Victorian Tertiary Institution. (Five years max.) Proof of enrollment shall be supplied each semester and the recognised date of enrollment shall the Federal Governments Semester Higher Education Census date.
B. Submit each year proof of continued enrollment in the original tertiary course of study. Any change in the course of study shall not extend the study grant to more than the original, Three, Four or Five years.
C. Students who defer shall automatically lose the grant.
D. Students who are incapacitated and unable to continue study shall after one semester of incapacitation lose the grant.
E. Submit two on-campus activity reports each year for the duration of their course. On campus Georgist activities shall be negotiated at the commencement of each year of study. Acceptable on campus activities are as follows:

  1. Organise one Georgist event or lecture each semester.
  2. Manage Georgist information booths at University open days.
  3. Show vision and design projects assisting in the promotion of the philosophy to young people
    Any costs involved in such booths etc shall be met by the Henry George Foundation (Aust)

F. Activity reports shall be submitted in August and November or as negotiated at the commencement of each year of study.
4.2 Failure to comply with 4.1 A. B. C. D. E. could at the discretion of the Trustees, or Executive of Prosper Australia Inc. lead to the loss of ongoing and future grants. In the case of a One off Research Grants the final payment will not be paid until the delivery of the final report.

5. PAYMENT OF GRANTS

5.1 Payment of any Grant shall only be by way of Direct Credit to the recipient’s nominated bank account.
5.2 The Undergraduate Tertiary Study grant is for $5,000 P/A for the duration of the course, with the maximum length of a course being 5 years. A 3 year course attracts $15,000. A 4 year course attracts $20,000. A 5 year course attracts $25,000.
5.3 Payment of the Undergraduate Tertiary Study grant shall be in two amounts of $2,500 each paid at the beginning of each academic semester. These amounts will only be paid after proof of enrollment for that semester. Date for proof of enrollment shall be the Federal Governments Semester Higher Education Census date.

6. SELECTION CRITERIA

6.1 All individuals shall address the relevant criteria when applying for an Undergraduate Tertiary Study grant.
(a) How will the organisation or individual further the teachings of Henry George?
(b) How will the student improve the membership of the Georgist movement?
(c) Applicable students will be given a copy of a small Georgist book to read.
(d) In mid April applicants will be asked to indicate their aptitude and interest in engaging in community affairs. A capacity to understand basic Georgist Teaching will be expected.
(e) A Scholarship handbook outlining the organisation, expectations and possible projects will be provided to second round interviewees.
(f) Successful applicants will then be interviewed to determine who best to receive a grant.

7. PUBLICITY AND COPYRIGHT

7.1 It is a condition upon acceptance of either an Undergraduate Tertiary Study grant or a One off Research grant that all recipients agree to take part in all promotional activities relating to the grants.
7.2 Recipient’s out of pocket expenses for taking part in any promotional shall be met by the Henry George Foundation of (Aust).
7.3 It is a condition upon acceptance of either an Undergraduate Tertiary Study grant or a One off Research grant that all work produced by the recipients with respect to the grant is the property of the Henry George Foundation of (Aust).
